AFVs displaying the proper alternative fuel license plate may use HOV lanes, regardless of the number of passengers. AFVs include certified hybrid electric vehicles, flexible fuel vehicles, plug-in electric vehicles, and vehicles that operate on natural gas, propane, hydrogen, or other special fuels.
